Can the buyer open a case for a refund?

Hello. I received a payment for a product on 9th of September. On 10th of September i sent the product but the buyer deny to receive it. I have paid EUR 72.55 for shipping with UPS. UPS after many weeks notify me that if i will not pay USD 236 to return the product back they will abandon it so i had to pay also that amount. The product is 2 custom devices + 2 sim cards plus their licences. My question is if the byer can open a case for a full refund? Note that UPS courrier tried to deliver it 2 times. The buyer was not replying for weeks and on my Ebay listing i was mention that i don't offer return for refunds.
