phone number changed, so can’t login in because of the two step verification

my father has changed his phone number and now can’t login to his account as he can’t compete the two step verification text as he has changed his number. If there any way he can get access to his account or speak to somebody to change it? He can’t login to his PayPal to use the online chat to try and speak to somebody to solve it. Any help would be appreciated.

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.
Advice is voluntary.

Thanks I will try that but I tried ringing the local UK number given and on the four separate times I rung I got deliberately cut off.
