Unable to add alternative Email ID in the account

Hello,
Since day 1 of creating this account, I was trying to add an alternative Email ID in the account but every time it doesn't let me and I get this message instead
"Add an email address
Sorry, there's a problem. If you keep seeing this, please contact customer service."
I tried to contact customer service, did all what they suggested (update KYC details, etc.) but still the same.
Please help me

If identity verification is needed this will need to be completed before changes could be made to an account.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
