Traveling abroad with US phone but still Paypal won't let me login to my account

Traveling abroad with US phone but still paypal won't let me login to my account, saying "Sorry, we couldn’t confirm it’s you", so I click on "try another way" and select "call you to confirm" and AGAIN get "Sorry, we couldn’t confirm it’s you". Why the torture??

Paypal is country specific so you should not be using it internationally or you will hit security issues.
