I understand your concern about removing recipients from the PayPal dashboard. Unfortunately, it can't be removed/deleted. However, you may block the users by following the steps in this Help Center Article and I am sorry to hear you're thinking of closing your PayPal accounts. PayPal values you as a customer, and we ask that you carefully consider your decision. If there's a chance that you might want to use PayPal in the future, it's a good idea to keep your account open.
