Paypal holds my money

What can i do if PayPal hold my money for up to 120 days due to a high numbers of chargebacks on my acc. How do i get this money as soon as possible?

I read the article, i don’t understand, once they froze my money they review my account again after 180 days and then they decide if they will unfroze it or what?
