My Pay in 4 was disabled due to "unusual activity."

My Payin4 was disabled due to "unusual activity."  I contacted PP after checking my account and found a fraudulent email on my account.  PP went over the security issues and all was well.  However, I am still unable to use Payin4.  Phone call this morning indicates I should make application again so when attempting to purchase Payin4, it still does not give me the option.  What to do?
