I have tried 3 times to send them the letter of authorization and each time PP rejects it telling me the person who signed it (me) isn't listed on the account, but I am!

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Thanks for the info
Last night I started a chat with customer service.
This morning I found that someone has replied and given me the information I wanted, so the 2 generic replies I got previously did not actually tell me why they were rejecting my LoA but the last one did, it was because the email address I wanted to use was not on the account and it was nothing to do with my name.
Fingers crossed this is sorted for good soon.
