Why can’t I confirm my new email?

I changed my backup/alternate email on my account, but every time I try to confirm it using either the link or the confirm button in the confirmatory email I get an error. I know it is my correct password — do I need to set up a separate password for every email address? I am using Apple mail and Safari on an iPad with iOS 15.1.
