I tried a method to Verify my PayPal account, since I wasn't able to lift the limitations from the account. Simply follow these steps:
Click on Wallet, then click on your added debit/credit card, then you'll see an option says confirm card or verify card, something like so. click on it and it will show you steps, it will tell you that a charge will be conducted on your card and a code that consists of four digits should appear in the statement or the SMS you'll get once the card is charged, the code should appear like this: Your card **** was charged for USD 1.5 at PP ( the 4 digits code ) this code you'll use to verify the account as I did. and now it's verified.
