So i cannot remove the limits of my account?

Alright so ive added everything to paypal in hopes of getting my money on hold and my account de-limited, keep in mind i have a bank linked, when i go to click "lift limits" paypal asks me to add a bank, even tho i already have mine linked? so bascicaly i cant receive my money or do anything because paypal is bugged. can anyone please help?
