Problem message: Sorry, we couldn’t confirm it’s you

When I enter the account and the password does not open my user pages but the message "Sorry, we couldn't confirm it's you" appears. Note that I also reset the password before but the problem remains the same. I haven't accessed my account for a long time and should change my card number because I got a new one due to expiration. Help please.

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.
Also are you using a VPN?
Have you tried clearing your cache / trying another browser or device?
