Does Paypal India deducts Money if we do not have incoming or outgoing transaction?

Like paypal is dormant having no incoming and outgoing, so does Indian Paypal deducts money ??

If you do not log in to your PayPal account for two or more years, PayPal may close your PayPal account. Please refer to this link to know about fee.
