PayPal reports this account as Not Verified

I try to use paypal to set up an account, this is the message i get.

PayPal reports this account as Not Verified.

Please link your bank account or credit card to your PayPal account and try again. Please note that 'Email confirmed' is different from 'Verified'

I do have a credit and debit card connected to paypal account.

Please help
