Lost access to old account, card stuck in old account

Hi, I'm having an issue with an old account, I lost access to it, simply PayPal sent me a mail to reset my password, so when I tried to do that it asked me to confirm my identity using a phone number, however the phone number attached to that old account is no longer accessible by me, and I've tried to change it before my account got locked but it wouldn't accept any new number, so eventually I decided to create a new account, which is this one, when I tried to link a card to it, it rejected the card because it's linked with my old account, so I'm stuck here, please help

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.
