In my settings there's a wrong time-zone, and I can't change it. Also, there is only four languages available, english, espanol, french and chinese, no russian or kazakh (I'm from Kazakhstan).
I can't link a bank account, because banks in my country have 20-digit IBAN account number, when Paypal says it's limited to 17.
Not all countries can link a local bank account. Seems like in Kazakhstan you can only link a US bank account or link a credit, debit or prepaid card to withdrawal. Russia PayPal is the only one with fully localized translation in Russian. PayPal has limited language options.
