I understand you are attempting to add a new phone number to your PayPal account. I am sorry to hear you are running into issues while updating this.
Please ensure the phone number you are attempting to add is registered within the same country your PayPal account is registered in. For example, if you have a US account, you need to add a US phone number.
I would also ask that you please attempt this using the PayPal Website rather than the app. If you still run into issues, you may need to contact our customer service team.
