I added a new user but she cannot log in

Hi! Set-up as a business account, I am able to add users. Manage to do it successfully and new user got the email and also created her password. PayPal at my end also tell me that she's active and verified. However, when she tries to log in, it keeps telling her "some of your info is incorrect". I created a dummy account to try out and got the same response as well. Does anyone have a solution?
