How do I, Southeast Asian citizen, login on mobile without calling the paypal phone number?

I currently live in Southeast Asian country, where we do calls through internet mobile app like Whatsapp, Line, etc.
Most of the time I connect to my apartment wi-fi to call, never requiring to use normal phone call charges.
The fact that it's required to call Paypal for me to login (for the first time) into my Paypal Mobile is something I can't do because I can't afford the international phone call charges.
Is there any way for me to get around this problem?
Like, maybe contact with Whatsapp or something?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
