If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.

I called in the evening, so that I could only have support in French (my mother language Dutch support was closed an hour earlier !!) and I got after some checkup questions the promise she/one would call me back in the morning tomorrow. I only called to get rid of "We can't verify this is you": so I deinstalled the app because it is blocked. This is what you get trying to "paypal" (= a verb) from the  with the new (!) app on the smartphone... It takes very much MB's and the PSD2-extra barrier creates the problem that it is too slow (some white or black screens in the process of getting the code!) to give me the code I have to type in into the field, the screen of which I just left to find this code (compare it with any surgeon who cannot operate his own heart!). PayPal on the laptop/desktop never gives this problem... the smartphone gives the code that is to be filled in the laptop PayPal field. Please let PayPal invent another login method PSD2 when using the app (in Google Play). After all there too much barriers... we are the victims of malware makers and phishers.
