Doubt regarding reusing of email id

Is it possible to start a new paypal with email id that is previously used to on a closed paypal account ? And also use bank acc that is used on closed acc ?

If the account is closed and NOT limited then  yes you should be able to re-use the email address.

As to the bank account you should be able to use it as long as you REMOVED it from the other account before you closed it and you have not added it at least 3 times to any other paypal account.
