I created my account when I was in Malaysia but now I am in Yemen and I want to change my country and phone number

You have to close your Malaysia account and open a Yemen account: https://www.paypal.com/ye/home

Keep in mind that Yemen PayPal account can only buy online and send payments for goods and services. Cannot receive payments.
