Cannot activate bussines account for my personal Ukraine accounts

not avaible button convert to bussines account my personal account registered in Ukraine

Unfortunately, PayPal Ukraine accounts cannot receive goods and services payments. Only for sending goods and services payments, sending and receiving personal payments so no need for business account option.
