Can you use a phone number country's different than the country of your mastercard/bank account?

Let's say I live in the UAE and have a UAE phone number but my mastercard's bank is a jordanian bank can I use that mastercard even when the country of the bank is different from my phone number?  (Can the mastercard's country of origin/bank be different from the country of the phone number)

The billing address of any card you add needs to match any paypal account address on your account.

So as long as there's a billing address that matches the bank account country it should be OK to have a phone number from another country? Is that what you're saying? I'm dealing with the same issue here helping someone in the same situation.
