You can send to recipient’s preferred email address and PayPal will notify them to accept the money by signing up for a PayPal account.
An alternative is to use Xoom, a PayPal service. You can send from your PayPal account, or with another funding source direct to a bank account, to a pick up location or delivery. For personal use only, not commercial use.
