If you are not receiving verification text, please contact your pone network service provider and check with them if PayPal texts are filtered, if yes, please get them unfiltered to be able to receive the verification text from PayPal. This could also be a temporary issue and I recommend you to try after 24-48 hours to perform any action on your PayPal account.
