Transfer money problem

Hello Everyone! My name is Tajana, I living in Croatia and I create PayPal Account and I must transfer just 1.95$ on my Visa Prepaid Card on Pay pal Account and I dont know how to do it and I need help.

That's some money last month and my PayPal account but it's not coming up with my Mastercard what is the problem
