some one used my email to create a paypal account

I have 2 email accounts, one is using and working well. This afternoon, my another email account received a confirmation email

about opening a new paypal account, and i was working and didnt see, after 2mins, i got another money request email, then i tried

to do reset and log in, but it needs cellphone number. I checked my email login records, everything works fine, i have no idea how

this guy use my email to register. Also tried to contact[Removed. Phone #s not permitted] but nothing after 1 hr waiting, any tips that how i should 

handle this?
