I was supposed to receive 2 4x4 off road vehicles but got helmets. I disputed this but pay pal allowed the charge because the "seller" had a tracking number. They don't care. They allow shady businesses to flourish by helping them. Pay Pal tries to seem like a legitimate company but they are not. Rule of thumb if it uses PayPal stay away!!!
Sounds as if you opened a dispute for non receipt of item? If so then yes the seller would win if they could provide tracking to prove you received an item.
Why didn't you open a dispute for item received but significantly other than as described ie wrong item?
Paypal only sucks if you don't use it correctly.

Thank you for your response. I tried to dispute it like that but it would not let me submit the dispute. So I called PayPal and explained the issue to one of their "resolution specialists" they filed the claim for me. So **bleep** PayPal!
