Postage refund

I got a refund for one of those scammy Chinese outfits but the transaction was closed before I got a chance to claim for the postage (expensive!) I have spent a total of eight hours in the Message Centre with very long gaps of inactivity interspersed with cut and paste info about claiming postage that don’t answer my question. When they closed the dispute the part of the interaction where you make your postage claim is simply removed. I feel as I’ve now been scammed by PayPal! I was told after I submitted photographic evidence of having returned the (shonky not what I ordered) item that I could also claim postage. Is there no redress? Why can’t PayPal reopen the dispute so that I can make my perfectly legitimate claim? I repeat - I have so far spent eight hours on Message Centre!
