If PayPal processes a charge from other credit card, can I dispute a fraudulent transaction?

I was defrauded from a website that used PayPal as their payment processing method.
PayPal was the pass-through payment processor, the card that was charged was NOT PayPal, and I didn't use my PayPal account.
A Chinese company launched a spoof website to sell unsuspecting Americans toilet paper and other necessities during COVID-19, but the website has since been taken down and marked as fraudulent, and though they charged my card they never shipped the order. In fact, the Chinese company is an auto parts company using a fraudulent name.
Because PayPal processed the charge, but it did not go through my PayPal account, can I dispute it with them?
My credit card company is unresponsive.
