Holding my balance over a year

I received money from the government because of the pandemic like lots of unemployment recipients and PayPal said that they are freezing my account for 180 days. Then after 200 days I finally got a person on the phone and told me that they were keeping it another 180 days. Now it's been almost 14 months, nobody will tell me what to do to get this resolved or notified me that they are continuing to hold the balance. I don't know what to do after calling and offering to do whatever they want to close the account and get my money.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
