Business Accounts excluded from Return Shipping Refunds (Dispute Resolution)

I'm dumbfounded. After winning my dispute with a vendor, I was asked to send the items back to the Seller.
However, not realizing the package needed to be returned to London (their warehouse is in Nevada, go figure), the cost to send the return pkg overseas will amount to MORE THAN I PAID for the items themselves. PayPal has excluded Business PayPal Accounts (for some reason) on Return Shipping Refunds, so I'm out of luck or ef'd (bad language). Does that sound right?
I've been advised by PayPal Disputes Customer "Care" team over the weekend that they frankly do not care about my position, and to seek other avenues for my refund. Anyone else experience this?
