Account limited. Someone created an account with my email adress

To lift the limitations they want me to upload my ID, which is not going to happen. Have been trying to contact Paypal most of the day but no one answers in the message center.

Can anyone tell me what to do? 

All I want is to remove my email from this fake account and use it myself.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
