verify account?

i have a new account, but when i try to create a shipping label from a paid invoice, it give me a notification that it can't be create right now, please check back later (or something to that effect).  But it has always said this, never worked.  Could this be a account verification issue?

A bank account was linked and confirmed.  I don't see any other verification options...if that is reason for error message.
