Error when trying to creat shipping label for paid invoices

i am receiving this error when trying to creat shipping labels for paid invoices:  Client request error: Tcp Connect timeout on node-shippingserv-vip.live16.dcg13.slc.paypalinc.com:19762

Also, on the main summary screen, the options for print label or add tracking number is not visible. I have also clicked manage multi shipping but also receive an error on this page. Please help.

I'm getting the same error message.  Looks like they changed the invoicing format and now this issue arose.
