Can i open a dispute against someone it it was sent via a personal payment under the section of gift?

Personal payments are for sending money to friends or family members and subsequently are not covered under our Buyer Protection programme. If you open a dispute against a personal payment, it will be closed once it is reviewed by a member of the claims team I’m afraid. If you are having issues with the transaction, I’d recommend contacting the person you sent the funds to and requesting a refund. They can issue a refund for up to 60 days from the transaction details page in their PayPal account.
