i keep getting this email from "paypal" HELP. I dont know what to do.

When I recieve payment notifications and respond to the email. I keep getting this response. Is anyone else getting this email?

 

This is the email I keep getting:

If you can't log in to your account, you'll need to:

4. Click "Continue" and follow the instructions.

When I go to the resolution center, I can't find anywhere that says my limitations or anything. Please help! Is anyone else getting this?
