Can'tl withdraw funds to my Mastercard

When you click Withdraw funds I receive You'll need to add a bank account !

I have valid MasterCard, it has signed up to my PayPal account. what should I do, how  to withdraw money?

If you have a US account, you cannot withdrawl to a card. Only bank account so you need to add one.

I dont know US or not US account. I am living in Europe....I dont have US bank account.

What to do me ?
