I opened a dispute where a seller only sent one item from an order of 4 items. The initial item that was received wasnt as described. It has been over a month now and no items. I opened the dispute but now have received emails to my personal account from seller that they will issue me a refund but I will have to give them 60% of my order payment to another paypal account as their initial account is restricted???? So how do i send that info to paypal that the seller is offering me 40% discount off of something i havent received but I will have to make payment to another account?
