assuming the receipt shows where the item was being sent then yes you will be covered for seller protection against fraudulent payments.
What you won't be covered against is non-receipt cases, i.e. a legitimate payment where the buyer opens a claim or chargeback stating they did not receive the item.

A payment can't be reversed twice, you might be reading the transactions incorrectly.
The best thing to do is find the original payment and see what the status is, is it 'reversed', 'refunded' or 'completed' ? Try reading the Refund FAQ thread as well

The PayPal Buyer protection policy does not currently extend to services or personal payments, only physical items that can be posted. To be honest I don't think PayPal offer the service you're looking for here, we don't guarantee services provided by account holders.

if eBay open a case against a payment then the payment would be placed on hold on your PayPal account, they can't open a case on a payment that does not exist. Have you actually been billed by eBay, have they received money from you?

Well you could look into the Distance Selling Regulations and take it that way?
From PayPal's point of view if you open a not as described claim we're going to look at what you originally purchased versus what you received so if specifically orded the foam version and didn't receive it then this would be considered a valid claim. We'd provide you with their address to return it to and once it's been received back we'd issue a refund for the original payment.

Have you told your bank that the payment was unauthorised? Shown them the e-mails you were sent confirming this?
It's a bit of a contentious issue because PayPal refund you any payments made and any of our own charges but we can't refund you someone else's charges. Often the bank say that it's not their business if someone got into your PayPal account, as far as they're concerned the payment was authorised.

If you go to your profile on your account, go to banks and click on 'enter deposits' there should be an option to resend them on that page. If there isn't then the simplest thing to do is to remove the bank you already have on the account, re-add it and star the process from scratch.
Even if you did have the two deposits it's pretty unlikely that your bank would still have the Direct Debit still open with PayPal.
