Hi; I live in Israel. I have a problem that paypal is not permitting me to transfer funds back to my US Bank account. Also, I DO NOT OWN A CELLULAR PHONE. I have tried to remove my US Bank Account in order to reenter it, but paypal would not remove the bank account because it says that I have a automatic payment, even though I removed the automatic payment and even received a confirmation from Paypal of the removal of automatic payment.
I tried entering my Israel Bank account, but Paypal would not permit me because I cannot receive their code because I DO NOT OWN A CELLULAR PHONE.
I have tried repeatedly to contact their customer service by phone, both in Israel (at promptly 9 AM in Israel when the site says they begin the day) and their main phone #[Removed. Phone #s not permitted]at all hours of day and night and keep getting the same response: Basically, The robotic automatic message is that they are overwhelmed and can't take my call.
I have tried going to the Resolution Center, but the instructions do not correspond with the appearance of the Resolutions page. The bogus instructions are below:
If your account is restricted, it means that you won’t be able to do certain things with your PayPal account, for example: sending, receiving or withdrawing money. What to do Go to your Resolution Center*.
Click Go to Account Limitations.
Click Resolve beside each step. If all the steps are completed and your account remains limited, it means one of 2 things: We've sent you an email asking for more information, or
We're reviewing the information you provided and we'll email you with an update. The time it takes to resolve an account limitation depends on the complexity of your specific case. If you received an email saying that your account is restricted but don't see any steps in your Resolution Center, you may have received a fake email.
It seems obvious that Paypal has done everything that they can to avoid helping its users.
Can you please tell me some other way for me to get to a HUMAN BEING ON PAYPAL to resolve my problem so that I can move money to and from Paypal??????
