Just dealt with the same thing myself yesterday. Had to call Paypal about opening my case again but spent the better part of the time re-calling. First rep I spoke to disconnected after they came back from putting me on hold, said about 4 words and went silent. Second time I called I got disconnected as soon as a rep picked up, and the third time I finally spoke to someone who reopened my case and managed to stay connected all the way through. Just a hassle all around, glad to see it's not just me, I just figured my phone service had went to garbage. Paypal needs to really fix whatever's up with their call center. On top of that after dealing with the resolution center for the past month now I'm beginning to think no actual humans look at these cases. Last time I spoke to a rep she said she saw where the issue was and that I'd get my money back and challenged the decision for me, but yet again a week later I was denied. It's baffling.
