Hi. A couple days ago, I found my purchased item on eBay was not arrived on time. I did appeal non-receipt claim via paypal because the seller sent me a message, which says the item was in my old address. I have been in my apartment for several months and never moved out. I did begin to think the seller might be a fraud. The claim was closed b/ the seller provided tracking # and the # says that it was delivered already. So, I had to do w/ the #. I visited my local post office and found that the delivery man mailed it out at apartment door, which is not supposed to do b/ my apartment policy prohibits for delivery safety. But, the delivery man did it, as the result, the item was gone and I have received nothing from the seller. I provided the information of the delivery man's supervisor who knows about this happening to the seller. The seller's fault was that he didn't give me the tracking # ASAP, which caused me not to know what is going on the delivery. It might not happen if I know when it would be delivered. By the way, I don't like to pay for any thing that I have never seen and I don't know what was delivered and what the post contains b/ the delivery was not successful. So, I did reopen the claim and haven't received anything from the seller so far. I don't think the responsibility is under me. I did everything to get the item, such as everyday mail checkup in my mail box and at my apartment leasing office sometimes. There was also no choice for insured delivery b/ it was shipping free item. I don't know it was insured or not, but he has to do the claim against USPS at this case. So, I think the seller should do something for me, or I need to get the full refund by the eligibility of paypal protection. Thanks for reading.
