Have had this issue previously, with customers in my own country. Item is ordered and send PayPal Invoice. Customer tries to pay and keep getting following message or variations. Have cancelled original invoice, resent a new one and still no payment. This is a repeat customer so I have good Will and ongoing sales over 2 years. Now this problem is halting my trade and new customers are ordering and I do not feel confident in sending invoices. What is the problem solution? "We're sorry, we can't complete your purchase right now. This transaction has been declined to comply with international regulations.
