Hi again, I finally solved this issue that was plaguing my (our) eBay accounts. I called PayPal and on the 3rd try, got a CS rep who knew what I was talking about. She told me how to fix it to pay from your PayPal balance instead of your bank. Back in April, banking regulations made PayPal act like a bank if they were going to hold money, so we had to upgrade our accounts to a Cash or Cash Plus account. PayPal sent us notification of this back in March, but many of us didn't get the memo. The way to do this now is to log into your PayPal Summary that shows your balance. Click the button where it says, Accept My Money. It will give you a choice of your bank or a Cash (or Cash Plus for businesses) PayPal account. If sometime in the past you already gave them your SS#, clicking that button will immediately create the Cash account. Then you will have a choice between PayPal Balance and your back up bank. If they don't already have your SS#, you will get a form to give it to them. Then, you can choose to pay everything, including purchases, fees and shipping, from your PayPal balance rather than your bank. And it was not double paying. Using 2 PayPal statements, I took the ending balance from the previous month and added my sales income, but did not subtract the shipping costs (which looked like they were taken). The ending balance on the second statement matched my ending balance. So although it certainly looked like we were being double billed with all the green minus signs, we weren't. Those green deductions reflected what was taken from our bank accounts, not our PP balance. Nothing was taken from our PayPal balance because we had not created a Cash Account, which was required as of April 1. Our balance was unavailable until making the Cash account, and could not be accessed except to transfer to the bank.
