As I suspected, Paypal denied my claim shortly after the "seller / scammer" supplied a bogus "confirmed" tracking and delivery number. I then sent an email to Paypal. I advised them that it was obvious that the seller was a scam artist, that Paypal knew it (as evidenced by the hundreds of complaints on their own website) and that in allowing it to continue, Paypal was complicit with it. I advised that unless the case was reopened and further investigated, that I would take my business elsewhere and make sure that I explained why to anyone who would listen. I appealed to their sense of business by saying that although the money scammed was not much, that was not the point. The point was that I had been a customer for many many years and they needed to do the right thing and that they knew they should as well. Less than 24 hours after sending the email (thru this page) my money was returned to my Paypal account. It is now my hope that they ban this "seller" from any future use of their services. My suggestion to anyone on here going through the same thing is to do be the "squeaky wheel". Continue to call, email, text them until you get action on your complaint. Appeal to their sense of good business. Be firm but polite. Hope this helps others.
