As I suspected, Paypal denied my claim shortly after the "seller / scammer" supplied a bogus "confirmed" tracking and delivery number. I then sent an email to Paypal. I advised them that it was obvious that the seller was a scam artist, that Paypal knew it (as evidenced by the hundreds of complaints on their own website) and that in allowing it to continue, Paypal was complicit with it. I advised that unless the case was reopened and further investigated, that I would take my business elsewhere and make sure that I explained why to anyone who would listen. I appealed to their sense of business by saying that although the money scammed was not much, that was not the point. The point was that I had been a customer for many many years and they needed to do the right thing and that they knew they should as well. Less than 24 hours after sending the email (thru this page) my money was returned to my Paypal account. It is now my hope that they ban this "seller" from any future use of their services. My suggestion to anyone on here going through the same thing is to do be the "squeaky wheel". Continue to call, email, text them until you get action on your complaint. My story with JINZHOU is much the same as many others on here. Ordered item, never arrived.  Contacted seller and was given the "send to wrong address, our bad, another item is on it's way" excuse. Never received it.  Disputed through Paypal. Seller advised item was on it's way and "not to worry". Waited a bit longer and upped the dispute through Paypal. Seller sent "confirmed" tracking number advising item was delivered by USPS and item was left "in or at" the mailbox. The item(s) were too big to fit in my mailbox and was never received. I am sure this was a "stolen" tracking number of another item sent to my address. Case is currently "under review" by Paypal but I suspect the claim will be denied. I will continue to pursue it as recommended. On a side note I am extremely disappointed with Paypal over them not taking a more active roll in banning this seller from using their services. As an online seller who has used Paypal for many years to send and receive payments, I am now looking into a different system for my business and will drop Paypal if this dispute is denied. I know several other businesses whose owners use Paypal services as well. I will advise them of this incident. Loss of income for Paypal might be the only way to get their attention. With so many complaints on their own website it is obvious Paypal is aware of this company and it's "questionable" reputation.
