The site took the money of my PayPal account and is now holding the transaction on their end and forcing me to send in my identification card to validate that I am who I say I am. It seems a bit off to me, and I'm just wondering really if this is legal especially since PayPal has all my information and is doing a great work of validating my identity and limiting my account if it didn't check out. I assume that the transaction information sent from PayPal to the business also gets all my information, such as name, address and what not. Therefore I'm wondering if this is even legal, even more so since the money is already taken from my account and not placed on hold/pending.
