Same old story that PayPal has not changed. I made a payment purchase on eBay and turned out the seller had his email wrong, so the payment was unclaimed. The automated help agent said as it was unclaimed it wasn't too late to cancel the payment. Now like most people, you would think canceling would mean just that. But no, it doesn't cancel the payment electronic request, which I believe it should. Then begins the runaround. You wait days for the money to still come out of your bank account and then more days for it to go back. From what I've read, it won't go directly back, but into my PayPal account from which I manually have to then transfer it back. This is a joke! A system should be in place that cancels the electronic request too. Its a ridiculous state of affairs when something is cancled but you then have to wait days for it to still leave your bank account and then wait again for it to go back! In some cases this can prevent a buyer from making another purchase elsewhere!
