I know all this.  However the situation is as it is:  I no longer live in Hong Kong, Paypal customer service are being completely unhelpful.  They require a Hong Kong ID to close the account, which I do not have.  When I message them, they lose my messages. They ask me to add a new email, but do not accept the emails I give them.  It seems obvious that they do not want me to close my account, which, since I have sold my business and the new owner does not want subscriptions sent to me, is very inconvenient.  This whole practice is utterly unscrupulous.   You say: "You may need to contact customer service to help resolve the issue".  I have contacted customer service in Hong Kong many times.  They do not help, because they require me to provide a Hong Kong ID card.  No alternative is offered.    It is no use telling me what I ought to have done 15 years ago, when I left Hong Kong.  Many people leave places where they have Paypal accounts, and omit closing the accounts.  This is a fairly normal mistake.  If Paypal had any concern for their customers they would help them out in this situation.  But they clearly do not have concern for their customers. ... Unable to close my Hong Kong account

I have a Paypal Hong Kong account.  I need to close it.  There is no money in it.  There are no credits or debits.  I have not lived in Hong Kong for 15 years, and I do not have a Hong Kong ID card.  The emails attached to the account no longer exist.   When I ask Hong Kong customer service to help, they want me to submit "bionics" (no idea what it is) and a photograph of my Hong Kong ID card, which obviously I do not have.  They attempt to communicate with me via the email on the account, which no longer exists, and it is not possible to change the email.   So I cannot close the account.  I need to do so, because it belongs to a company which has been sold, but is still receiving client payments.  What can I do?   ... We are getting this email sent to us: " Please check your server that handles PayPal Instant Payment Notifications (IPN). IPNs sent to the following URL(s) are failing: https://www.ourwebsite.com/ipn/notify If you do not recognize this URL, you may be using a service provider that is using IPN on your behalf. Please contact your service provider with the above information. If this problem continues, IPNs may be disabled for your account. We have no idea how to solve this issue. Normally, when someone registers a new listing with us, Paypal will notify us about the sale, then using the same code, we will verify with Paypal the payment details and if it is OK with them, then we will activate the account.   Similar process with recurring subscriptions. Paypal automatically triggers the payment notification after 1 year, and we give the account a fresh expiry date.   However now, suddenly, after we receive the notification, and verify with Paypal, there is a failure.  So the same code that is working for new registrations seems not compatible with recurring payments. This failure is problematic for us, because the result is our system’s update of the expiry date doesn’t get triggered unless Paypal verifies.   We have tried to debug but we did not reach a solution. So for now, every time our coder gets such an error report, I will manually ask Paypal to confirm that the payment has entered our account, and we can then manually extend the expiry date.    But this is not satisfactory.         ... Suddenly banned after 13 years

This is the weirdest thing.  We have a respectable web site, www.globalpropertyguide.com  We are a very small business that accepts payments for (a) ads on a recurring basis (b) data sales through Paypal to institutions like the World Bank and the European Central Bank. Suddenly today, after around 13 years of trading through Paypal, my account was suspended, no explanation given.  No way of making contact. So an entire list of recurring payment clients gets killed off!  Zap!    Isn't this stange?  Can anyone cast light on why something like this might have happened?  All I can think is that our recurring payments sometimes irritate clients, because they sign up for a recurring payment and when one year later, the recurring payment is made, they are sometimes surprised and complain. Or who knows, our use of Paypal Hong as a way of accepting US$ payments was somehow judged unacceptable.  I don't know.  But after 13 years it seems churlish not to at least inform me why, and enter into discussion. ... Transfering funds out from a Hong Kong US$ Paypal ...

I have a US$ account in Paypal Hong Kong. I have 2 options to transfer funds out [1] I can transfer to my US$ bank account in New York, which incurs a 2.5% fee [2] I can transfer to my multi-currency bank account in Hong Kong (which includes both US$ and HK$ accounts), which incurs a minimal fee. If I transfer out to the bank in Hong Kong, is the money automatically credited by Paypal to my Hong Kong HK$ bank account, or can it be transferred out to my Kong Kong US$ bank account? ... This is very unfortunate.  For international US$ businesses without a base in the US, having a Hong Kong Paypal account was previously a solution, allowing withdrawals in US$.  Now that is effectively over, since Paypal has begun imposing a really absurd fee for US$ withdrawals.    For my business - I need to search for a Paypal alternative. Yes I see the scale of charges, which reflects what you say.  This means that I lose 3.5% when people pay me, and 2.5% when I withdraw the money (withdrawing in HK$ makes no sense).  So my total cost of using Paypal is 6%.   I find the idea that Paypal should have not noticed before unlikely.  It seems they have changed their policy.  Also it seems a little deceptive.  What's on Google clearly says: "PayPal does not charge any fees when you transfer money from your PayPal balance to your bank account."  Paypal in Hong Kong is unusual in that withdrawal in two currencies is offered as a matter of course - in US$ via any US bank account, and in HK$ via a Hong Kong bank account.  So far as I know withdrawals in other Paypal locations MUST be in local currency, though it is true that I haven't investigated locations like Panama and the Caribbean. ... I have a Hong Kong paypal account.  I can withdraw to my New York account or to my Hong Kong account, both of which are HSBC, the former being a USD account, the latter HK$.  Previously I was never charged when I withdrew money to my New York USD account.  Now, suddenly, a US$ charge has appeared when I attempt to transfer to my New York bank account (apparently 2.5%). Yet on Google when I ask "Is there a fee to transfer money from PayPal to my bank?" the answer is: "PayPal does not charge any fees when you transfer money from your PayPal balance to your bank account. Some banks may charge a fee for transfers. Contact your bank directly for more information. You can also transfer money from your PayPal balance by requesting a check."   I don't think anything has changed my end, so I presume that Paypal has added a new charge. Is this correct? ...
